VI THE PLAN OF ACTION TO ESTABLISH ST. AUGUSTINE UNIVERSITY
(SAUT) - PHASE ONE
6.0 INTRODUCTION
It has already been mentioned that SAUT (the main University) shall be established in the first phase (1998 - 2004). SAUT shall use the premises of the present NSTI and the former MATI-Nyegezi. The former shall be known as SAUT-Nyegezi Campus and the later SAUT-Malimbe Campus. The University shall be opened in September 1998. This shall be the first academic year for the University. The academic year shall always start from September - July.
6.1 ACADEMIC PROGRAMMES:
The main University shall offer degree programmes and non-degree programmes. The degree programmes shall be Bachelor of Arts (Communications) and Bachelor of Commerce with specialization on Accountancy, Marketing, Material Management and Economics. Other degree programmes are Bachelor of Science (Agriculture, Nutrition, Animal Science and Environment) and Bachelor of Veterinary Medicine. It will also offer post graduate degree programme, Master of Arts, Master of Business Administration, Master of Science and Doctor of Philosophy.
The University shall inherit the present non-degree programmes and introduce the new ones. The non-degree programmes which shall continue are Advanced Diploma in Accountancy, Materials Management and Journalism. There shall be certificate in Accountancy, Hospital Administration and Computer Science. Table 10 indicates the academic programme, duration of undertaking it and the date for introducing it.

6.3 STUDENTS ENROLMENT:
The students shall be enrolled regardless of their origin, race, denomination and sex. The minimum entrance requirements for the first degrees to be offered at the University shall be a Certificate of Secondary Education Examination (CSEE) with five credits and an Advanced Certificate of Secondary Education (ACSEE) with two principals in appropriate subjects. For those candidates who have not gone through formal schooling, they shall attempt mature entry examinations. In seven years to come, it is projected that the University shall enroll 935 students. Table 11 shows the number of students to be enrolled in seven year 1998 - 2005.

From the Table, the University enrolment shall be increasing year after year both for degree and non-degree programmes. By the year 2005, 425 students shall be enrolled in non-degree programmes. While the undergraduate degree programmes shall have 450 students. The graduate students shall be 60 students.
6.4 PHYSICAL AND HUMAN RESOURCES:
6.4.1 Physical Facilities:
The University shall use buildings which are being used by NSTI and those of the former Agriculture Institute. However, they need to be rehabilitated. Other structures should be added. These are Library and Administration Block.
The work shall be carried out as follows:-
Phase I: 1997 - 1999 - Rehabilitation of 8 Classrooms, 4 dormitories and 10 residential houses
Phase II: 1999 - 2001 -Rehabilitation of classrooms and dormitories and 10 residential houses.
Construction of modern library
Phase III: 2001 - 2003- Rehabilitation of 15 residential houses
Construction of Administration Block
6.4.2 Human Resources:
The University shall inherit only qualified staff from Nyegezi Social Training Institute. There should be effort to recruit qualified staff for each Faculty. When the University is fully operating shall need 83 Lecturers with Masters degree and Doctor of Philosophy (PhD). Table 12 indicates the required number of academic staff for each faculty.

According to Table 12 the University should start with 9 academic staff who hold Masters' degree and 3 with PhD. At present NSTI has 7 staff with Masters Degree and 2 with PhD (see Table 5). Therefore the University shall recruit new staff and train others.
7.0 FINANCING THE UNIVERSITY 1999 - 2005
The new University shall need a lot of funds for Capital Development and Recurrent Expenditure. Chapter Four has discussed on the funding of the University. The sources of income for the University shall be the contributions from the dioceses, TEC partners (local and international), students' fee, income generating projects and the research and consultancy as well as short courses to be organised by the University.
In seven years to come, the income of the University shall raise from T.Shs. 554.2million to T.Shs. 1.7 billion. The main sources of income for the University shall be fees, Dioceses' contributions and donors. These shall contribute 70%, 15% and 10% respectively. Other sources are income generating projects 3%, consultancy 1% and short courses 1%.
The expenditure of the University shall be in the same line. The first four years 25% of the income shall be for investment and 75% for recurrent expenditure. Table 14 indicates the Capital Development and Recurrent Expenditure.
CONCLUSION:
St. Augustine University of Tanzania shall start in September 1998. It shall start with an enrolment of 381 students who 30 undergraduate students and 351 non-degree programme students. The facilities for the University are being put in and buildings are being repaired. Tanzania Episcopal is looking for funds for the University. The workplan for establishing the University up to September 1998 is as follows:-
